  • Sa tmiem Marzu 2025, il-Fond Konsolidat tal-Gvern irreġistra defiċit taʼ €240.4 miljun.
  • Meta mqabblin mas-sena taʼ qabel, id-dħul rikorrenti niżel bi €93.8 miljun, filwaqt li n-nefqa sħiħa żdiedet bʼ€188.2 miljun. Iż-żieda fin-nefqa, flimkien maʼ dħul aktar baxx, wasslu għal bidla negattiva taʼ €282.0 miljun fil-Fond Konsolidat tal-Gvern.
  • L-akbar tnaqqis fid-dħul ġie mit-Taxxa tad-Dħul (€101.2 miljun), filwaqt li l-Kontribuzzjonijiet lill-Entitajiet tal-Gvern (€75.7 miljun) irrappurtaw l-akbar żieda fost il-kategoriji tan-nefqa.
  • Sa tmiem Marzu 2025, id-Dejn kollu tal-Gvern Ċentrali kien jgħodd €10,794.1 miljun, €844.4 miljun aktar mill-istess xahar fl-2024.

Fi tmiem Marzu 2025, il-Fond Konsolidat tal-Gvern irreġistra defiċit taʼ €240.4 miljun.

Bejn Jannar u Marzu 2025, id-Dħul Rikorrenti laħaq l-€1,562.8 miljun, €93.8 miljun anqas minn dak irrappurtat sena qabel. L-akbar tnaqqis kien irreġistrat fit-Taxxa tad-Dħul (€101.2 miljun), fit-Taxxa fuq il-Valur Miżjud (€43.1 miljun) u fl-Għotjiet (€27.8 miljun). Min-naħa l-oħra, kien irrappurtat dħul akbar mis-Sigurtà Soċjali (€40.7 miljun), mill-Miżati tal-Uffiċċju (€12.9-il miljun) u mil-Liċenzji, Taxxi u Multi (€10.6 miljuni).

Minn Jannar sa Marzu 2025, in-nefqa kollha laħqet l-€1,803.3 miljuni, li hija €188.2 miljun aktar mis-sena ta’ qabel.

Fiż-żmien taʼ riferenza, in-Nefqa Rikorrenti kienet ta’ €1,642.3 miljun, li hija żieda taʼ €185.8 miljun meta mqabbla mal-€1,456.6 miljun li kienet irrappurtata fis-sena taʼ qabel. Iż-żieda taʼ €75.7 miljun fil-Kontribuzzjonijiet lill-Entitajiet tal-Gvern kellha l-akbar sehem fʼdin iż-żieda. Kontribuzzjonijiet akbar kienu mogħtijin, fost oħrajn, lill-Awtorità Maltija għat-Turiżmu (€33.8 miljun), Project Green (€6.0 miljuni) u Melita Transgas Pipeline (€5.1 miljuni). Aktar żidiet kienu rreġistrati fil-Programmi u Inizjattivi (€52.2 miljun), fis-Salarji u Pagi (€50.8  miljun) u fl-Ispiża tal-Operat (€7.0 miljuni).

L-iżviluppi ewliena fil-kategorija tal-Programmi u Inizjattivi kienu nefqiet akbar fuq il-Benefiċċji tas-Sigurtà Soċjali (€43.7 miljun), l-Iskejjel tal-Knisja (€9.6 miljuni) u l-Indukrar tat-tfal għal kulħadd (€5.9 miljuni).

L-imgħax fuq id-dejn pubbliku laħaq it-€73.8 miljun, żieda ta’ €11.4-il miljun meta mqabbel ma’ sena qabel.

Sa tmiem Marzu 2025, in-nefqa kapitali tal-Gvern laħqet is-€87.2 miljun, li hija €9.0 miljuni aktar baxxa meta mqabbla mal-istess żmien fl-2024. Infiq anqas kien irreġistrat fuq il-Kostruzzjoni u t-titjib tat-toroq (€14.0-il miljun), Proprjetà, Impjant u Tagħmir (€6.3 miljuni) u l-Każini tal-Baned (€5.0 miljuni). Bʼkuntrast, infiq akbar sar fuq l-ICT Core Services Agreement (€6.2 miljuni), l-Inċentivi għall-Industrija tal-films (€4.1 miljuni) u s-Security posture programme (€2.9 miljuni).

Id-differenza bejn id-dħul u l-infiq sħaħ uriet defiċit ta’ €240.4 miljun fil-Fond Konsolidat tal-Gvern fi tmiem Marzu 2025, meta mqabbel mas-surplus ta’ €41.5 miljun taʼ sena qabel. Din id-differenza tirrifletti tnaqqis fid-Dħul Rikorrenti sħiħ (€93.8 miljun), flimkien maʼ żidiet fin-nefqa sħiħa, li hija  magħmula min-Nefqa Rikorrenti (€185.8 miljun), mill-Imgħax (€11.4-il miljun) u min-Nefqa Kapitali (-€9.0 miljuni) (Tabella nru 1).

Fl-aħħar taʼ Marzu 2025, id-dejn tal-Gvern Ċentrali laħaq l-€10,794.1 miljun, żieda taʼ €844.4 miljun meta mqabbel mal-2024. Iż-żieda rreġistrata fl-Istokks tal-Gvern taʼ Malta (€842.5 miljun) kienet il-kontribut ewlieni għaż-żieda fid-dejn. Aktar dejn kien irreġistrat ukoll fil-Kambjali tat-Teżor (€38.7 miljun) u fil-ħruġ tal-muniti tal-ewro fʼisem it-Teżor (€4.0 miljuni). Fid-direzzjoni opposta, kien hemm tnaqqis fl-Istokks taʼ Tifdil 62+ tal-Gvern taʼ Malta (€5.4 miljuni) u fid-Dejn Barrani (€0.1 miljun). Fl-aħħar, investimenti akbar minn fondi tal-gvern fl-Istokks tal-Gvern ta’ Malta wasslu għal tnaqqis ta’ €35.3 miljun fid-dejn (Tabella nru 6).

Methodological Notes

1. Data in this news release is compiled in order to provide users with regular up-to-date information on the Consolidated Fund of Government. Data are sourced as follows:

i. Revenue and Expenditure, and Public Debt Servicing → The Consolidated Fund, the transactions of which are consolidated at the Treasury.
ii. Central Government Debt (excluding EBUs and Local Councils) → Central Bank of Malta and the Treasury.

All allocations provided from the Consolidated Fund are either authorised by Parliament under an Appropriation Act, or are permanently appropriated by Parliament under other relevant legislation. On the other hand, the Treasury Clearance Fund contains all those funds and accounts the expenses in respect of which are initially defrayable out of public funds and are eventually repayable from the Consolidated Fund or other sources.

2. In this release Revenue and Expenditure categories are recorded in accordance with their presentation in the 2025 Financial Estimates.

3. This news release follows the guidelines set out in the European System of Accounts (ESA 2010) Manual on Government Deficit and Debt. Therefore, the difference between the recurrent revenue and expenditure as listed in Table 1 is essentially the cash-based position as far as the Central Government’s Consolidated Fund is concerned. In this respect, financial transactions, such as proceeds from loans, proceeds from sale of financial assets, and revenue from other accounts of Government are not taken into consideration. Likewise, direct loan repayments, contributions to sinking funds, acquisition of equity, as well as transfers into other accounts of Government, are excluded from the total expenditure.

4. The debt position includes the actual debt which is held by Government. On the other hand, any investments made by Government in its own funds are excluded from the total debt. As from December 2007, the Euro coins issued in the name of the Treasury are considered as a currency liability pertaining to the Central Government.

5. The data contained in this release is subject to revision. For an updated time-series which includes past data, please refer to the Statistical Indicators for this domain.

6. The Enhanced Economic Governance package adopted by the European Parliament and Council in November 2011 included requirements on the collection and dissemination of fiscal data, through the Council Directive 2011/85/EU. The requirements in the government finance statistics domain included a methodological reconciliation table (showing the transition between monthly data used for national policy purposes and ESA-quarterly data used to produce national accounts and EU fiscal surveillance).

7. Data on Government Expenditure by the Classification of Functions of Government (COFOG) classifies government expenditure data by the purpose for which the funds are used. COFOG data in Table 3 refers to the total expenditure of the Consolidated Fund. Data in this release does not align with that published in the Expenditure of General Government Sector by Function News Release, which is compiled by the NSO in line with the ESA 2010 methodology on an annual basis with a delay of one year. The functions are in line with the COFOG classifications as published in the Government Finance Statistics Manual 2001 (ISBN 1-58906-061-X).

8. Tables 4 and 5 present the Consolidated Fund year to date in ESA 2010 codes according to the EU Council Directive 85/2011 requirements.
