Pre-Primary, Primary and Secondary Formal Education: 2021-2022

During academic year 2021-2022, students enrolled in pre-primary, primary and secondary education totalled 58,377, an increase of 0.6 per cent over the previous academic year.

The majority of students enrolled in pre-primary, primary and secondary education comprised male students, at 51.9 per cent (Chart 1).  Proportions between sexes increased slightly by 0.1 percentage point for the number of females enrolled when compared to the previous scholastic year (Table 1).

During academic year 2021-2022, 46.1 per cent of the enrolled students were aged between 5 and 10 years, followed by the 11-15 years age-bracket, at 37.3 per cent (Chart 2, Table 1).

State-run schools accounted for 58.9 per cent of total enrolments. This was followed by church schools at 27.4 per cent, while students enrolled in independent schools accounted for 13.7 per cent of total enrolments at these levels (Table 1).

Total students enrolled in mandatory education during 2021-2022 stood at 49,033. Of these, 55.1 per cent attended primary school, while the remaining 44.9 per cent attended secondary school. When compared to the previous academic year, students increased by 0.4 per cent and 0.9 per cent in primary and secondary schools respectively (Table 2). Over half of all children enrolled at each class level attended state-run schools (Chart 3).

The average class size for all schools at the primary level was 17.2 students per class, and 18.7 students per class at the secondary level. Class size was lowest in state schools, while church schools held the highest average class size, particularly at ‘Year 6’ level with 23.8 students per class (Table 3).

The district hosting the largest number of school levels in 2021-2022 was the Northern Harbour District (33.7 per cent), followed by the Southern Harbour District (18.9 per cent) (Chart 4, Table 4). In parallel, the majority of students attended schools located in the Northern Harbour District (37.5 per cent), followed by the Southern Harbour District (17.1 per cent) (Chart 4, Table 5a, Map 1).

The Northern Harbour District again topped the list of districts in which pre-primary to secondary students resided (26.9 per cent), this time followed by the Northern District (18.9 per cent) (Table 6a, Map 2). Over two-thirds of enrolled students in pre-primary, primary and secondary formal education attended schools found within their district of residence, while the remaining 31.6 per cent commuted to another district for the purpose of attending school (Chart 5).

Of the total enrolled students, 85.7 per cent were Maltese while 14.3 per cent were of foreign citizenship – 8.6 per cent were non-EU citizens while 5.7 per cent were other EU nationals (Table 1). The number of foreign students enrolled increased by 3.2 per cent over academic year 2020-2021. Out of all the foreign students, 60.0 per cent were non-EU nationals. The largest group of foreign students were Italian (13.4 per cent), followed by British students (8.0 per cent), Syrian students (7.2 per cent), Serbian students (6.3 per cent) and Libyan students (6.0 per cent) (Table 7).

When looking at the languages studied by students enrolled at secondary level, the most popular foreign language studied at secondary level (excluding the official languages of Maltese and English) was Italian, followed by French, Spanish and German. More than half of the students enrolled at secondary level studied Italian (54.4 per cent), while slightly over a quarter of students studied French during the reference academic year under review (25.3 per cent) (Chart 6).

When compared to the previous academic year, increases were observed in the number of students studying Italian and Spanish during academic year 2021-2022. During the academic year under review, less students at secondary level were studying other foreign languages, including French, German and Arabic when compared to the previous academic year. The number of students studying Chinese and Russian remained consistent with the previous academic year (Chart 6).

Methodological Notes

1. Education statistics presented in this news release are processed by the National Statistics Office (NSO) on an annual basis in accordance with European Regulations (EC) 452/2008 and (EU) 912/2013. These regulations establish the basis of information to be collected from educational institutions at all levels of education and all types of institutions. By adhering to these regulations, all education statistics collected and processed by the NSO are comparable to other European countries following the same regulatory standards.

2. Data collection is carried out during April of each year. The reference period for the information provided is the end of March of the reference academic year.

3. All information required for state administered educational institutions is obtained from register data provided directly from the Ministry for Education, Sport, Youth, Research and Innovation (MEYR). Questionnaires to pre-primary, primary and secondary non-state educational institutions are sent via email. All incoming questionnaires are processed through a custom-made computer software.

4. Students enrolled in pre-primary (excluding childcare), primary and secondary education are included in this news release. Figures include students enrolled in state, church and private institutions, unless otherwise specified.

5. Figures include students who attend special schools. Special schools are resource centres to support the inclusion of students with individual needs in all mainstream schools in Malta and Gozo.​

6. Education Statistics data is provided by NSO to Eurostat on an annual basis in a dedicated questionnaire.

8. Owing to the UK’s exit from the European Union (with effect from 1 February 2020), UK data is statistically classified as non-EU from academic year 2019-2020 in the tables relating to citizenship. Comparability between periods should be treated with caution.

9. Definitions:

● Formal education: Formal education is an institutionalised, intentional and planned type of education which is provided by public organisations and recognised private bodies. It consists primarily of initial education designed for children and young people before their first entry to the labour market. It also includes other types of education such as vocational, special needs and adult education provided they are recognised as part of the formal education system by the relevant national education authorities.

● Mandatory education in Malta is compulsory for all children and youths aged from five (5) to fifteen (15) years, both year inclusive, as defined in Chapter 605 of the Laws of Malta (The Education Act). Compulsory education covers six years of primary education followed by five years of secondary education.

● Class refers to a group of students who are physically following a common course of study in the same space.

● Age is calculated as at 1st January of the reference academic year. For example, for academic year 2021-2022, age is calculated as at 1st January 2022.

● General education: Programmes that are designed to develop learners’ general knowledge, skills and competencies, as well as literacy and numeracy skills, often to prepare students for more advanced education programmes at the same or higher ISCED levels and to lay the foundation for lifelong learning.

● Locality of school refers to the locality where the physical campus is registered.

● Locality of residence refers to the locality where the student is recorded to reside.
