Methodological Notes

1. Data in this news release is compiled in order to provide users with regular up-to-date information on the Consolidated Fund of Government. Data are sourced as follows:

i. Revenue and Expenditure, and Public Debt Servicing → The Consolidated Fund, the transactions of which are consolidated at the Treasury.
ii. Central Government Debt (excluding EBUs and Local Councils) → Central Bank of Malta and the Treasury.

All allocations provided from the Consolidated Fund are either authorised by Parliament under an Appropriation Act, or are permanently appropriated by Parliament under other relevant legislation. On the other hand, the Treasury Clearance Fund contains all those funds and accounts the expenses in respect of which are initially defrayable out of public funds and are eventually repayable from the Consolidated Fund or other sources.

2. In this release Revenue and Expenditure categories are recorded in accordance with their presentation in the 2023 Financial Estimates.

3. This news release follows the guidelines set out in the European System of Accounts (ESA 2010) Manual on Government Deficit and Debt. Therefore, the difference between the recurrent revenue and expenditure as listed in Table 1 is essentially the cash-based position as far as the Central Government’s Consolidated Fund is concerned. In this respect, financial transactions, such as proceeds from loans, proceeds from sale of financial assets, and revenue from other accounts of Government are not taken into consideration. Likewise, direct loan repayments, contributions to sinking funds, acquisition of equity, as well as transfers into other accounts of Government, are excluded from the total expenditure.

4. The debt position includes the actual debt which is held by Government. On the other hand, any investments made by Government in its own funds are excluded from the total debt. As from December 2007, the Euro coins issued in the name of the Treasury are considered as a currency liability pertaining to the Central Government.

5. Data in this release are subject to revision. Any revisions to the data are carried out at the first opportunity and published accordingly in the subsequent news release.

6. The Enhanced Economic Governance package adopted by the European Parliament and Council in November 2011 included requirements on the collection and dissemination of fiscal data, through the Council Directive 2011/85/EU. The requirements in the government finance statistics domain included a methodological reconciliation table (showing the transition between monthly data used for national policy purposes and ESA-quarterly data used to produce national accounts and EU fiscal surveillance).

7. Data on Government Expenditure by the Classification of Functions of Government (COFOG) classifies government expenditure data by the purpose for which the funds are used. COFOG data in Table 3 refers to the total expenditure of the Consolidated Fund and is not fully consistent with the General Government sector expenditure by function in ESA 2010 methodology, that is compiled by NSO on an annual basis with a delay of one year. The functions are in line with the COFOG classifications as published in the Government Finance Statistics Manual 2001 (ISBN 1-58906-061-X).

8. Tables 4 and 5 present the Consolidated Fund year to date in ESA 2010 codes according to the EU Council Directive 85/2011 requirements.

Fi tmiem Novembru 2023, il-Fond Konsolidat tal-Gvern irreġistra defiċit taʼ €346.6 miljun.

Bejn Jannar u Novembru 2023, id-Dħul Rikorrenti ammonta għal €5,781.7 miljun, €674.1 miljun ogħla minn dak li kien irrappurtat sena qabel. L-akbar żidiet kienu rreġistrati fit-Taxxa tad-Dħul (€382.2 miljun), fis-Sigurtà Soċjali (€92.1 miljun) u t-Taxxa fuq il-Valur Miżjud (€77.0 miljun). Min-naħa l-oħra, it-tnaqqis fid-dħul kien rrappurtat mid-Dħul Mixxellanju (€23.5 miljun) u mill-Bank Ċentrali taʼ Malta (€22.2 miljun).

Fi tmiem Novembru 2023, in-nefqa totali laħqet is-€6,128.3 miljun, li hija €365.2 miljun aktar mis-sena ta’ qabel.

Fiż-żmien ta’ riferenza, in-Nefqa Rikorrenti kienet ta’ €5,238.0 miljun, li hija żieda taʼ €220.5 miljun meta mqabbla mal-€5,017.5-il miljun li kienet irrappurtata fl-aħħar taʼ Novembru 2022. Iż-żieda taʼ €79.3 miljun fil-Kontribuzzjonijiet lill-Entitajiet tal-Gvern kellha l-akbar sehem fʼdin iż-żieda. Kien hemm kontribuzzjonijiet ogħla, fost oħrajn, għall-Awtorità Maltija għat-Turiżmu (€35.5 miljun), għar-Resource Support and Services Ltd (€7.8 miljuni) u s-Servizzi tas-Saħħa Mentali (€4.2 miljuni). Aktar żidiet kienu rreġistrati fis-Salarji u Pagi (€50.6 miljun), fl-Ispiża tal-Operat (€50.4 miljun) u fil-Programmi u Inizjattivi (€40.2 miljun).

L-iżviluppi ewliena fil-kategorija tal-Programmi u Inizjattivi kienu nefqiet akbar fuq il-Benefiċċji tas-Sigurtà Soċjali (€102.9 miljuni), il-Miżuri taʼ Għajnuna għall-Enerġija (€39.4 miljun) u l-Mediċini u materjali kirurġiċi (€30.4 miljun). Mill-banda l-oħra, kien hemm tnaqqis fl-iskemi ta’ għajnuna tal-Pandemija (€117.8-il miljun) u fir-Riżorsi tal-UE (€52.5 miljun).

Il-parti tal-imgħax tal-ispejjeż tal-manutenzjoni tad-dejn pubbliku laħqet b’kollox €192.7 miljun, żieda ta’ €36.2 miljun meta mqabbla mas-sena ta’ qabel.

Bejn Jannar u Novembru 2023, in-nefqa kapitali tal-Gvern ammontat għall-€697.6 miljun, li hija €108.5 miljuni aktar meta mqabbla mal-istess perjodu fl-2022. Din iż-żieda kienet ġejja minn nefqiet akbar fuq il-Kontribuzzjoni għall-proġetti kapitali (€44.3 miljun), fuq il-Proprjetà, Impjant u Tagħmir (€21.9 miljun) u fuq l-inizjattiva REPowerEU (€20.0 miljun).

Id-differenza bejn id-dħul u l-infiq totali wriet defiċit ta’ €346.6 miljun fil-Fond Konsolidat tal-Gvern fi tmiem Novembru 2023. Meta mqabbel mal-istess perjodu fl-2022, kien hemm tnaqqis ta’ €308.9 miljuni fid-defiċit. Din id-differenza tirrifletti żieda fid-Dħul Rikorrenti totali (€674.1 miljun). Bil-kontra, kien hemm ukoll żieda fin-nefqa totali magħmula min-Nefqa Rikorrenti (€220.5 miljun), mill-Imgħax (€36.2 miljun) u min-Nefqa Kapitali (€108.5 miljuni) (Tabella nru 1).

Fl-aħħar taʼ Novembru 2023, id-dejn tal-Gvern Ċentrali laħaq id-€9,578.0 miljun, żieda taʼ €713.5-il miljun meta mqabbel mal-2022. Iż-żieda rreġistrata fl-Istokks tal-Gvern taʼ Malta (€1,037.1 miljun) kienet il-kontribut ewlieni għaż-żieda fid-dejn. Aktar dejn kien irreġistrat ukoll fil-ħruġ tal-muniti tal-ewro fʼisem it-Teżor (€4.6 miljuni). Fid-direzzjoni opposta, kien hemm tnaqqis fil-Kambjali tat-Teżor (€311.0-il miljun) u fl-Istokks taʼ Tifdil 62+ tal-Gvern taʼ Malta (€23.4 miljun). Fl-aħħar, investimenti akbar minn fondi tal-gvern fl-Istokks tal-Gvern ta’ Malta wasslu għal żieda ta’ €6.3 miljuni fid-dejn (Tabella nru 6).
