Il-Kummentarju

L-intrapriżi kkontrollati minn barra l-pajjiż kienu jgħoddu 2.6 fil-mija tal-intrapriżi kollha tal-ekonomija kummerċjali mhux finanzjarja u kkontribwew 62.0 fil-mija tal-Valur kollu tal-output.

L-istatistika dwar l-affiljati barranin ta’ kumpaniji fʼMalta (IFATS) tagħti tagħrif dwar l-istruttura ta’ kontroll ta’ intrapriżi li joperaw fl-ekonomija Maltija. Din l-istatistika tikkomplementa l-Istatistika Strutturali tan-Negozju (SBS) billi tipprovdi informazzjoni dwar l-intrapriżi Maltin li huma kkontrollati minn entitajiet barranin.

Min-naħa l-oħra, l-Istatistika dwar affiljati Maltin taʼ kumpaniji li jinsabu barra minn Malta (OFATS) tiddeskrivi l-attivitajiet ta’ intrapriżi barra mill-pajjiż li huma kkontrollati minn entitajiet residenti fʼMalta. Intrapriża titqies bħala ta’ sjieda Maltija jekk aktar minn 50 fil-mija tal-interess ta’ kontroll aħħari tagħha jkun ta’ entità residenti f’Malta.

Fl-2024, l-intrapriżi kkontrollati minn residenti rreġistraw żidiet fil-biċċa l-kbira tal-varjabbli ewlenin,  filwaqt li l-intrapriżi kkontrollati minn barra rreġistraw tkabbir f’għadd ta’ indikaturi ewlenin, b’mod partikulari fil-Fatturat nett, fil-Valur miżjud u fl-Investiment gross f’assi tanġibbli mhux kurrenti. L-għadd sħiħ taʼ negozji telaʼ bʼ5.3 fil-mija, minn 55,033 fl-2023 għal 57,970 fl-2024.

L-għadd ta’ persuni impjegati żdied b’5.8 fil-mija b’mod ġenerali, għad illi l-impjiegi fost l-intrapriżi kkontrollati minn barra naqsu b’1.1 fil-mija, filwaqt li dak tal-intrapriżi kkontrollati minn residenti tela’ b’7.4 fil-mija. L-ispiża tal-benefiċċji tal-impjegati telgħet b’€659.2 miljun għal €6,330.2 miljun, bl-intrapriżi kkontrollati minn barra l-pajjiż jirreġistraw żieda ta’ 8.0 fil-mija minkejja t-tnaqqis żgħir fl-impjiegi.

L-Investiment gross fʼassi tanġibbli mhux kurrenti żdied bʼ39.4 fil-mija, prinċipalment xprunat minn żieda ta’ 99.8 fil-mija fost l-intrapriżi kkontrollati minn barra l-pajjiż, filwaqt li l-intrapriżi kkontrollati minn residenti rreġistraw tnaqqis ta’ 7.0 fil-mija.

Minkejja li jagħmlu biss 2.6 fil-mija tan-negozji, l-intrapriżi kkontrollati minn barra kellhom l-akbar sehem mill-Fatturat nett, il-Valur tal-output, il-Qligħ operattiv gross u l-Investiment gross fʼassi tanġibbli mhux kurrenti (Tabella nru 1, Ċart nru 1).

Foreign vs Resident Controlled Enterprises

Il-ħidma bil-klassi tad-daqs

Fl-2024, l-intrapriżi kkontrollati minn barra l-pajjiż kellhom prestazzjonijiet mħallta fost il-klassifikazzjonijiet differenti tad-daqs. L-intrapriżi ta’ daqs kbir komplew jiddominaw fi ħdan l-intrapriżi kkontrollati minn barra, u kellhom 73.2 fil-mija tal-Valur miżjud, 57.7 fil-mija tal-persuni impjegati, u 59.1 fil-mija tal-ispiża tal-benefiċċji tal-impjegati.

Fost l-intrapriżi kkontrollati minn barra, il-Valur miżjud għall-intrapriżi ta’ daqs medju żdied b’24.3 fil-mija, filwaqt li l-Qligħ operattiv gross tela’ bi 30.0 fil-mija. L-intrapriżi ta’ daqs żgħir irreġistraw żieda aktar qawwija fil-Valur miżjud, li laħqet l-34.1 fil-mija, filwaqt li l-Qligħ operattiv gross aktar milli rdoppja, minn €83.4 miljun għal €171.7 miljun. L-intrapriżi ta’ daqs kbir u l-mikrointrapriżi kienu l-uniċi kategoriji tad-daqs li rreġistraw tnaqqis fil-Valur miżjud, tnaqqis ta’ 1.0 fil-mija u ta’ 5.9 fil-mija, rispettivament (Tabella nru 2).

Il-prestazzjoni taʼ intrapriżi żgħar bʼkapitalizzazzjoni medja (SMCs)

Fl-2024, l-intrapriżi żgħar bʼkapitalizzazzjoni medja (SMCs) fi ħdan l-intrapriżi kkontrollati minn barra kienu jinkludu 19-il negozju, tnaqqis minn 23 fl-2023, u ġġeneraw €522.4 miljun f’Valur miżjud, li jammonta għal 8.2 fil-mija tal-Valur miżjud kollu fost l-intrapriżi kkontrollati minn barra l-pajjiż.

L-SMCs irreġistraw tnaqqis fil-varjabbli kollha ħlief għall-Investiment gross f’assi tanġibbli mhux kurrenti. L-għadd ta’ persuni impjegati, il-Valur miżjud u l-ispejjeż tal-benefiċċji tal-impjegati rreġistratiaw tnaqqis ta’ 16.6 fil-mija, 21.7 fil-mija u 9.7 fil-mija, rispettivament. L-Investiment gross f’assi tanġibbli mhux kurrenti kważi rdoppja, u minn €55.3 miljun tela’ għal €110.2 miljuni (Tabella nru 2).

Indikaturi ewlenin fl-oqsma tal-attività

Fl-2024, il-qasam tas-Soluzzjonijiet teknoloġiċi, is-servizzi professjonali u ta’ appoġġ għan-negozju (Taqsimiet tan-NACE J, M u N) kellu l-akbar żieda nominali fil-Valur miżjud fost l-intrapriżi kkontrollati minn barra l-pajjiż, li żdied bi €329.5 miljun. Dan il-qasam kellu wkoll l-akbar sehem ta’ persuni impjegati taħt kontroll barrani, b’36.7 fil-mija.

L-industrija (Taqsimiet tan-NACE minn B sa E), it-tieni l-akbar qasam li jħaddem nies taħt kontroll barrani, ħadmet 24.6 fil-mija tal-persuni impjegati. Il-valur miżjud naqas b’7.0 fil-mija u l-Qligħ operattiv gross b’20.7 fil-mija. Il-qasam tal-attivitajiet tal-logħob tal-azzard u tal-imħatri (Diviżjoni tan-NACE R92) irreġistra tnaqqis ta’ 12.9 fil-mija fil-Valur miżjud u 18.7 fil-mija fil-Qligħ operattiv gross, fost l-intrapriżi kkontrollati minn barra.

Fi ħdan l-intrapriżi kkontrollati minn barra l-pajjiż, kienu rreġistrati żidiet f’diversi oqsma oħra ta’ attivitajiet. Il-Fatturat nett fl-Attivitajiet ta’ servizzi ta’ mobbiltà, loġistika u ospitalità (Taqsimiet tan-NACE H, I u L) żdied b’14.2 fil-mija, filwaqt li l-Investiment gross f’assi tanġibbli mhux kurrenti tela’ minn €463.1 miljun għal €1,232.1 miljun. Il-kummerċ bl-ingrossa u bl-imnut (Taqsima tan-NACE G) irreġistra żieda ta’ 24.3 fil-mija fil-Valur miżjud u żieda ta’ 57.4 fil-mija fil-Fatturat nett (Tabella nru 3).

L-indikaturi ewlenin bir-reġjun

Fl-2024, il-pajjiżi Ewropej, li jinkludu kemm l-Istati Membri tal-UE u kemm dawk li ma humiex, baqgħu jiddominaw il-kontroll tal-intrapriżi kkontrollati minn barra, u ammontaw għal 74.6 fil-mija tal-intrapriżi kollha fi ħdan l-ekonomija kummerċjali mhux finanzjarja. Residenti ta’ Stati mhux membri tal-UE kellhom kontroll fuq 860 negozju, li jirrappreżentaw 57.3 fil-mija tal-affiljati kollha kkontrollati minn barra fi ħdan l-ekonomija kummerċjali mhux finanzjarja Maltija. Dawn kienu jgħoddu 46.2 fil-mija tal-Valur miżjud u 43.4 fil-mija tal-Qligħ operattiv gross taħt kontroll barrani. L-investiment gross f’assi tanġibbli mhux kurrenti f’din il-kategorija żdied b’aktar mid-doppju, minn €564.0 miljun fl-2023 għal €1,181.4 miljun fl-2024.

Fost l-Istati li mhumiex membri fl-UE, l-intrapriżi kkontrollati mill-Ewropa rreġistraw l-akbar Valur miżjud, Qligħ operattiv gross u għadd ta’ nies jaħdmu bi €1,737.1 miljun, €1,287.8 miljun u 9,075 persuna, rispettivament. Intrapriżi taħt kontroll Asjatiku rreġistraw tkabbir fil-Fatturat nett, li tela’ minn €3,965.6 miljun fl-2023 għal €5,202.4 miljuni fl-2024. L-intrapriżi kkontrollati mill-Amerka rreġistraw tnaqqis kemm fl-għadd ta’ persuni li jħaddmu kif ukoll fil-Valur miżjud, li niżlu b’27.6 fil-mija u bi 17.2 fil-mija, rispettivament.

Għalkemm l-affiljati kkontrollati mill-Istati Membri tal-UE kienu inqas minn dawk ikkontrollati minn stati mhux membri tal-UE, huma ġġeneraw iżjed Valur miżjud u Qligħ operattiv gross. Huma ħaddmu 21,847 persuna, li jirrappreżentaw 48.6 fil-mija tal-għadd sħiħ ta’ nies jaħdmu taħt kontroll barrani, u rreġistraw €930.2 miljun fi Spiża tal-benefiċċji tal-impjegati, żieda ta’ 9.6 fil-mija fuq is-sena ta’ qabel (Tabella nru 4).

L-indikaturi ewlenin bil-pajjiż

Ir-Renju Unit, l-Italja, l-Istati Uniti u l-Ġermanja baqgħu l-pajjiżi li jikkontrollaw l-akbar ammont ta’ affiljati barranin f’Malta, li jgħoddu b’kollox 562 negozju. Din hija żieda ta’ 42 negozju fuq is-sena ta’ qabel.

Għalkemm l-Iżvezja ma tinsabx fost l-erba’ pajjiżi li jikkontrollaw l-akbar għadd ta’ affiljati barranin, l-intrapriżi kkontrollati mill-Iżvezja rreġistraw l-akbar Valur miżjud (€1,680.1 miljun) u t-tieni l-akbar għadd ta’ persuni impjegati (5,955), wara r-Renju Unit (Tabella nru 5).

Affiljati barranin ikkontrollati minn residenti Maltin

Affiljati barranin ikkontrollati minn residenti Maltin fi 58 pajjiż madwar id-dinja ġġeneraw €2,074.0 miljun f’Fatturat nett, li jirrappreżenta żieda ta’ 8.9 fil-mija fuq is-sena ta’ qabel. Affiljati barranin ikkontrollati minn residenti fʼMalta ġġeneraw il-biċċa l-kbira tal-Fatturat nett tagħhom fi Stati Membri tal-UE, b’€1,409.1 miljun jew 67.9 fil-mija tat-total. Dan fisser żieda taʼ 8.5 fil-mija fuq is-sena taʼ qabel.

Fl-2024, il-persuni jaħdmu f’affiljati barranin ikkontrollati minn Malta kienu jgħoddu 15,611, tnaqqis ta’ 5.9 fil-mija mis-16,582 tal-2023. L-impjiegi baqgħu fil-biċċa l-kbira fl-Istati Membri tal-UE, bi 12,173 persuna impjegati jew 78.0 fil-mija tal-impjiegi kollha (Tabella nru 6).

Ir-Rumanija kellha l-akbar sehem ta’ impjiegi f’affiljati barranin ta’ sjieda Maltija fl-2024, b’5,141 ħaddiem, minkejja tnaqqis ta’ 16.8 fil-mija meta mqabbel mal-2023 (Tabella nru 7).

Methodological Notes

1. Inward Foreign Affiliates Statistics (IFATS) examine the overall activities of foreign-controlled enterprises operating in a country. These enterprises are defined as resident enterprises under the control of, non-resident enterprises or  persons. This data is essential for evaluating the influence and contribution of foreign-controlled enterprises  to  the Maltese economy. Foreign affiliates statistics are a key instrument for understanding globalisation and its effect on national economies. 

2. Outward Foreign Affiliates Statistics (OFATS) cover Maltese-owned enterprises that have at least 50 per cent shareholding in subsidiaries abroad. These statistics provide information on the sectoral and geographical distribution of the foreign affiliates controlled by resident enterprises.

3. The methodology adopted to produce OFATS data is based on a census survey. Statistical units are identified using information from the previous year’s data, the Business Register, Research and Innovation unit, and indicators from the Euro Groups Register (EGR). Each year, questionnaires are sent to all identified units. In 2024, this amounted to 134 units.

4. Variables requested on the subsidiaries in the OFATS questionnaire are:

● Name;
● Country;
● Percentage shareholding;
● NACE description;
● Total number of Persons employed;
● Total Net turnover.

Two additional variables are requested only from subsidiaries with activity in NACE 85:

● Employee benefits expense;
● Gross investment in tangible non-current assets.

5. FATS statistics can be broken down by activity domain, employment size class, and country of ultimate controlling institution (UCI).

6. From reference year 2021, the legal basis for the production of FATS is defined according to the European Business Statistics (EBS) and refers to Regulation (EU) 2019/2152 of the European Parliament and of the Council and Commission Implementing Regulation (EU) 2020/1197

7. IFATS data is based on the existing results of the Structural Business Statistics (SBS). IFATS does not involve a separate survey but uses all the units included in SBS to compile its statistics. There are no distinct unique sampling methods specific to IFATS. IFATS data is supplemented with information from past UCIs assigned at micro-level, the EGR, and other relevant sources. Each year, individual profiling is carried out to cover at least up to the 60th percentile of Persons employed, 70th percentile of total Value added and Net turnover, and at least up to the 80th percentile of the total Gross investments in tangible non-current assets.

8. The NACE classification used for IFATS is the same as that applied in SBS. Country codes are  allocated according to the two-letter ISO 3166-1.  In this release, the United Kingdom of Great Britain and Northern Ireland and the United States of America are referred to as the United Kingdom and the United States, respectively.

9. Enterprises may change their classification from one year to the other if significant changes occur in their respective NACE classification or employment level.

10. The activity domain names used in this news release are not internationally recognised but were established internally taking into account the relevant domestic industry categories, national exigencies and the users’ needs.

11. The geographical classification of the data follows Commission Implementing Regulation (EU) 2020/1470 , which outlines the country and territory nomenclature for European statistics on international trade in goods and the geographical categorisation for other business statistics. The geographical breakdown is based on GEO level 1, referring to foreign-controlled enterprises, GEO level 2, referring to enterprises abroad ultimately controlled by institutional units of the reporting country and GEO level 3, which covers both categories.

12. In line with the SBS news release, the data in this release has been classified according to the SME classification in the Commission Recommendation 2003/361/EC “definition of micro, small and medium-sized enterprises”. The ceilings of this classification were applied to Net turnover and employment only (both criteria must be met by individual statistical units). The balance sheet total ceiling was not applied as such information is not available for statistical units involving self-employed. Users of this news release should note that there is no  single definition of what a SME is. Other SME definitions may be used by other institutions, authors and publications. For instance, Eurostat defines SMEs solely based on the employment within an enterprise.

Enterprises that do not fall within these categories, i.e. either with employment of more than 249 or with Net turnover greater than €50 million, are classified as Large.

Similarly, there are also different definitions of Small Mid-Cap (SMC) enterprises. For the purposes of this release, SMCs are defined in line with the European Commission Recommendation on the definition of SMC enterprises adopted in July 2025, as enterprises with employment between 250–750 and Net turnover not exceeding €150 million. This definition is consistent with that used in the SBS release of 7 July 2026.

13. The business activities covered are defined under the European Business Statistics (EBS) regulation (EU) 2019/2152. Coverage includes NACE Sections B to N and P to S, excluding Division S94. Activities classified under Section K (financial and insurance activities, NACE 64–66) are not included in this news release. Sections A (Agriculture and Fisheries) and O (Public administration) are also excluded.

14. The definitions of statistical concepts surrounding FATS based on the Commission Implementing Regulation (EU) 2020/1197 are as follows:

Foreign affiliate in the framework of FATS is an enterprise resident in one country which is under the control of an institutional unit resident in another country.

Domestic affiliate refers to an enterprise resident in the compiling country over which a UCI resident in the same compiling country has control.

Ultimate Controlling Institutional unit of a foreign affiliate (UCI) refers to the institutional unit, proceeding up a foreign affiliate’s chain of control, which is not controlled by another institutional unit.

Control is the ability to determine the general policy of the affiliate by choosing appropriate directors, if necessary. In this context, enterprise A is deemed to be controlled by an institutional unit B when B controls, whether directly or indirectly, more than half of the shareholders’ voting power or more than half of the shares.

Indirect control means that an institutional unit may have control through another affiliate which has control over enterprise A.

15. The definitions of the key variables for FATS based on the Commission Implementing Regulation (EU) 2020/1197 are as follows:

Net turnover includes total sales and other operating income and is expressed net of VAT.

Value of output measures the amount actually produced, based on sales, including changes in stocks and neutralising the impact of goods resold in the same condition as purchased.

Value added represents the value a business adds through its production process. It reflects the net contribution of a business to the economy and is equivalent to the combined Gross operating surplus and Employee benefits expense.

Gross operating surplus is the surplus generated by operating activities after the labour factor input has been recompensed. It can be calculated from the Gross value added less the Employee benefits expenses. Simply put, Gross operating surplus is a measure of profitability before accounting for interest, income taxes, depreciation, amortisation, revaluations, provisions and other non-operating expenses.

Employee benefits expense is defined as the total remuneration, in cash or in kind, payable by an employer to an employee (regular and temporary employees as well as home workers) in return for work done by the latter during the reference period. Employee benefits expenses also include taxes and employees’ social security contributions retained by the unit as well as the employer’s compulsory and voluntary social contributions.

Gross investment in tangible non-current assets is defined as investment during the reference period in all tangible goods. Included are new and existing tangible capital goods, whether bought from third parties or produced for own use (i.e. capitalised production of tangible capital goods), having a useful life of more than one year including non-produced tangible goods such as land. Investments in intangible and financial assets are excluded.

Persons employed are people engaged in productive activities in an economy. The concept includes both employees and self-employed (i.e. inclusive of working proprietors, partners and unpaid family workers). The latter category may include persons who do not receive compensation in the form of wages, salaries, fees, gratuities, piecework pay or remuneration in kind. The name used, for this variable by Eurostat in the Eurobase is Number of employees and self-employed persons.

Number of employees is defined as those persons who work for an employer through a contract of employment and receive compensation in the form of wages, salaries, fees, gratuities, piecework pay or remuneration in kind.

16. In some cases, the calculation of the growth rate may not match because of rounding.

17. Values available on Eurostat’s database (Eurobase) differ from those in this news release due to the differences in size classification and the inclusion of the financial sector.

Methodological Notes

  1. The Community Innovation Survey (CIS) collects information about innovative activities carried out in a specific three-year period in the business sector. The target population is the minimum coverage requested, namely total enterprises with 10 employed persons or more.
  2. The Survey is conducted in accordance with the Implementing Regulation (EU) 2022/1092 pursuant to the Regulation (EU) 2019/2152 of the European Parliament and of the Council, and the Oslo Manual (2018 edition).
  3. The following activities (NACE Rev. 2) are included in the target population:

– Mining and quarrying (NACE B: 05-09);
– Manufacturing (NACE C: 10-33);
– Electricity, gas steam and air conditioning supply (NACE D: 35);

4.1 Research and Development (R&D) Intramural Expenditure reported (table 2) is collected from the CIS 2022, which due to difference in the coverage of the survey is to be used only for the compilation for the total innovation expenditure for 2022. Actual R&D expenditure for 2022 should be taken from News Release 131/2024 – Research and Development in Malta: 2022.

4.2.1 Other manufacturing includes NACE divisions:

– Manufacture of beverages (NACE 11);
– Manufacture of textiles (NACE 13);
– Manufacture of wearing apparel (NACE 14);
– Manufacture of chemicals and chemical products (NACE 20);

Total enterprises:

 – Enterprises with innovation activity
  – Product and/or business process innovation
   – Product innovators only
   – Business process innovators only
   – Both product and business process innovation
  – Enterprises with completed, abandoned and/or ongoing innovation activity and/or R&D
 – Non-innovative enterprises
  – Enterprises which did not record any innovation activity in the reference years

A product innovation is a new or improved good or service that differs significantly from the firm’s previous goods or services and which has been implemented on the market. It includes significant changes to the design of a good and digital goods or services while excludes the simple re-sale of new goods and changes of a solely aesthetic nature.

A business process innovation is a new or improved business process for one or more business functions that differs significantly from the firm’s previous business processes and which has been implemented within the firm.

Business Innovation Expenditure

R&D performed in-house is undertaken by the enterprise to create new knowledge or solve scientific or technical problems. This includes current expenditures (i.e.) labour costs and capital expenditures on buildings, machinery, equipment and software specifically for R&D.

R&D contracted out: The enterprise contracted out R&D to other enterprises (including enterprises in same group) or to public or private research organisations.

Other innovation expenditure consists of all other activities related to the development of new or significantly improved products and processes. This includes own personnel working on innovation; services, materials, supplies purchased from others for innovation; capital goods for innovation (acquisition of machinery, equipment, software, IPRs, buildings etc.); and other expenditures.
