L-Istħarriġ tal-Istatistika Ewropea dwar id-Dħul u l-Kundizzjonijiet tal-Għajxien (EU-SILC) għandu l-għan li jiġbor tagħrif komparabbli dwar id-dħul, is-saħħa u d-diżabbilità, l-impjiegi, u d-deprivazzjoni materjali. L-istatistika Ewropea dwar id-deprivazzjoni materjali hija msejsa fuq kemm il-familji jaħsbu, jew ma jaħsbux, li jistgħu jaffordjaw għadd ta’ ħwejjeġ standard minn sett ta’ 13-il ħaġa. Dawn il-ħwejjeġ standard kienu stabbiliti fil-livell Ewropew bħala l-aktar komponenti rilevanti għall-kejl tad-deprivazzjoni materjali u soċjali (Tabella nru 1). Minn dawn il-komponenti tal-EU-SILC joħorġu żewġ indikaturi ewlenin, jiġifieri l-indikatur tad-Deprivazzjoni Materjali u Soċjali u l-indikatur tad-Deprivazzjoni Materjali u Soċjali Severa.

 

Xi ħadd li jgħix f’dar privata jitqies li huwa mċaħħad materjalment u soċjalment jekk huwa ma jkunx jaffordja mill-inqas ħamsa mit-13-il fattur tad-deprivazzjoni materjali u soċjali, filwaqt li dawk li ma jkunux jaffordjaw mill-inqas sebgħa minn dawn il-fatturi jitqiesu li huma mċaħħda materjalment u soċjalment bʼmod sever. Fl-2023, ir-rata ta’ deprivazzjoni materjali u soċjali kienet ta’ 9.2 fil-mija, filwaqt li r-rata ta’ deprivazzjoni materjali u soċjali severa kienet ta’ 4.1 fil-mija; tnaqqis ta’ 0.4 punti perċentwali u 0.8 punti perċentwali, rispettivament, meta mqabblin mal-2022 (Tabella nru 2).

B’rabta mal-fatturi speċifiċi tad-deprivazzjoni, 30.0 fil-mija tal-popolazzjoni mistħarrġa stqarret li l-familja tagħha ma taffordjax tħallas għal btala ta’ ġimgħa fis-sena ‘l bogħod mid-dar. Barra minn hekk, 15.9 fil-mija stqarrew li l-familja tagħhom ma tistax tħallas spiża finanzjarja mhux mistennija ta’ €770 u aktar. Barra minn hekk, 6.8 fil-mija ma kinux jaffordjaw li jżommu d-dar sħuna biżżejjed fix-xitwa u 5.7 fil-mija oħra ta’ dawk li wieġbu stqarrew li familthom kienet waqgħet lura fil-ħlas tad-dejn fuq darhom jew il-kera, kontijiet tas-servizzi tad-dar, ħlasijiet ta’ xiri bin-nifs jew ħlasijiet oħra ta’ self.

L-indikaturi personali tad-deprivazzjoni materjali

Sar magħruf li fl-2023 anqas minn 5.7 fil-mija tal-popolazzjoni mistħarrġa qalet li l-familja tagħha ma setatx taffordja l-bżonnijiet l-aktar meħtieġa, bħat-tibdil taʼ ħwejjeġ użati mʼoħra ġodda (mhux użati), jew li jkollhom żewġ pari żraben li jiġuhom sewwa (inkluż par żarbun li jkun tajjeb għal kull temp) (Tabella nru 1).

Fl-2023, 5.6 fil-mija tat-tfal kienu joqogħdu fʼfamilji li kienu fʼdeprivazzjoni materjali u soċjali severa. Barra dawn, 3.7 fil-mija tal-adulti li kellhom bejn it-18 u l-64 sena, u 4.5 fil-mija taʼ dawk li kellhom 65 sena u aktar kienu wkoll meqjusin li huma fʼdeprivazzjoni materjali u soċjali severa (Ċart nru 2).

Dwar l-indikaturi li jixħtu dawl fuq il-kwalità tal-ħajja, 6.7 fil-mija wrew li ma kinux jaffordjaw li jmorru jixorbu jew jieklu maʼ ħbieb jew familjari għall-inqas darba fix-xahar, filwaqt li 11.1 fil-mija stqarru li ma setgħux jieħdu sehem bʼmod regolari fʼattivitajiet tal-mogħdija taʼ żmien (bħal sport jew imorru xi kunċert). Fʼkull indikatur tal-kwalità tal-ħajja, ir-rata tan-nisa li ma kinux jaffordjawhom kienet ogħla minn dik tal-irġiel (Tabella nru 3). Dwar jekk setgħux jonfqu somma żgħira taʼ flus kull ġimgħa għalihom infushom u jekk kinux imqabbdin mal-internet għal użu personali fid-dar, 11.9 fil-mija u 1.4 fil-mija, rispettivament, stqarrew li ma kinux jaffordjawhom. Fost dawk fl-età taʼ 65 sena u akbar kien hemm l-ogħla rata taʼ dawk li ma kinux jaffordjaw jonfqu somma żgħira taʼ flus għalihom infushom (13.7 fil-mija). Barra dawn, 2.3 fil-mija taʼ dawk ʼil fuq minn 65 sena ma kinux jifilħu għal konnessjoni tal-internet għal użu personali fid-dar (Tabella nru 4).

Problemi bid-dar ewlenija

Il-familji kienu mitlubin ukoll jgħidu jekk kellhomx problemi bid-dar ewlenija tagħhom. Dwar dan instab li, fl-2023, l-aktar problemi li kienu qegħdin iġarrbu n-nies bʼrabta maʼ fejn joqogħdu kienu t-tniġġis, il-ġmied u problemi oħra ambjentali (34.6 fil-mija) u storbju mill-ġirien jew mit-triq bi 30.5 fil-mija. Kien hemm ukoll 9.0 fil-mija tal-familji li stqarrew li darhom kienet wisq imdallma jew li ma kinitx imdawla biżżejjed, filwaqt li 7.6 fil-mija semmew li kellhom problema bil-kriminalità, il-vjolenza jew il-vandaliżmu fl-inħawi tagħhom, (Ċart nru 5).

Methodological Notes

1. Background
The European Statistics on Income and Living Conditions (EU-SILC) survey is an annual enquiry conducted by the National Statistics Office (NSO) among persons residing in private households in Malta and Gozo.
 
The main scope of this survey is to enable the compilation of statistics on income distribution, relative poverty, material deprivation and social exclusion. This survey has been carried out in Malta since 2005, under European Regulation (EU) No. 1177/2003. This Regulation establishes criteria which ensure the production of high quality and harmonised results at European level. As from 2020, EU-SILC started to be carried out under a new regulation: Regulation (EU) No. 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples.
 
2. Sample size and response
The EU-SILC sample follows a rotational design whereby every household is surveyed for four consecutive years. This sampling methodology enhances consistency and thus allows for high quality cross-sectional and longitudinal analysis.
 
In 2023 the gross sample size was 5,077 households. Of these, 96 households were ineligible for the survey (i.e. addresses that did not actually exist, could not be located, non-residential addresses, permanently vacant dwellings or institutional households). Consequently, 4,981 households were approached for the interview. Of these, 4,515 completed the survey, resulting in a household response rate of 91 per cent. These households comprised 10,993 residents, of whom 9,565 were aged 16 and over.
 
3. Income reference period
The income reference year of the SILC survey is one calendar year prior to the survey year. Consequently, the income collected in SILC 2023 refers to the calendar year 2022.
 
4. Definitions
Material and Social Deprivation:
In 2017, a set of new Material and Social Deprivation (MSD) indicators were adopted by all the European Union (EU) Member States. The new indicators are the Material and Social deprivation (MSD) indicator and the Severe Material and Social Deprivation (SMSD) indicator. These indicators are based on 13 items: 7 household items and 6 personal items.
Household items:
● face unexpected expenses;
● afford one week annual holiday away from home;
● avoid arrears (in mortgage, rent, utility bills and/or hire purchase instalments);
● afford a meal with meat, chicken or fish or vegetarian equivalent every second day;
● afford keeping their home appropriately warm;
● have access to a car/van for personal use;
● replace worn-out furniture.
 
Personal items:
● replace worn-out clothes with some new ones;
● have two pairs of properly fitting shoes;
● spend a small amount of money each week on him/herself (“pocket money”);
● have regular leisure activities;
● get together with friends/family for a drink/meal at least once a month;
● have an internet connection.
 
These two indicators have replaced the Material Deprivation (MD) indicator and the Severe Material Deprivation (SMD) indicator, which were based on a smaller number of items (9 items). Compared to the previous indicator, the new MSD indicator includes 7 new items. The personal items, which are related to social deprivation, are all new, while only one household item (replace worn-out furniture) is a new item. Three items previously used for the computation of the MD and the SMD indicators (ability to afford a washing machine, a TV and a telephone) were not retained in the new MSD indicator.
 
Persons lacking at least five items out of the 13 material and social deprivation items are considered to be materially and socially deprived.
 
Persons lacking at least seven items out of the 13 material and social deprivation items are considered to be severely materially and socially deprived.
 
Percentages may not add up due to rounding.
 
5. Key
: Data not published due to unreliable survey estimates as a result of:
      1.      less than 20 reporting households; or
      2.      the non-response for the item concerned exceeds 50%.

6. Sample used for the EU-SILC survey was extracted from a database based on the Census of Population and Housing 2021.
 
7. Following the 2021 Population and Housing Census, NSO introduced a new sampling frame of households and individuals which was used for the first time EU-SILC as from 2023.  In addition, EU-SILC was benchmarked with updated demographic estimates derived from this census.  NSO ran several tests which revealed little impact of statistical significance on the core EU-SILC indicators. Consequently, it was concluded that revisions on past time series data were not necessary.  NSO still feels appropriate flagging these methodological changes, primarily because they may influence the interpretation of changes in household and individual counts in EU-SILC 2023, when compared to previous years.
