Fl-2023, il-Ħarsien soċjali baqaʼ fiċ-ċentru tan-nefqa tal-gvern u kien jgħodd mas-27.0 fil-mija tan-nefqa sħiħa tal-Gvern Ġenerali. Dan kien segwit min-nefqiet fuq l-Affarijiet ekonomiċi u s-Servizzi pubbliċi ġenerali.

Din l-istqarrija tal-aħbarijiet tagħti tagħrif dwar il-klassifikazzjoni tal-funzjonijiet tal-Gvern (COFOG), li hija l-metodoloġija użata biex tkun analizzata l-istruttura tan-nefqa tal-gvern.

Fl-2023, in-nefqa sħiħa tal-Gvern Ġenerali żdiedet b’€611.7-il miljun fuq l-2022 biex laħqet is-€7,501.4 miljun. Il-Ħarsien soċjali kienet in-neqfa ewliena u laħqet l-€2,025.8 miljun, żieda ta’ €235.7 miljun fuq l-2022, biż-żieda ewlenija rrappurtata fil-benefiċċji soċjali (€89.1 miljun).

B’kollox intefqu €1,393.0 miljun fuq l-Affarijiet ekonomiċi, tnaqqis ta’ €141.5 miljun fuq l-2022. In-nefqa fuq inizjattivi ta’ għajnuna għall-enerġija, maħsuba biex jitnaqqsu l-effetti tal-kriżi tal-enerġija, kienet ta’ €270.4 miljun, filwaqt li €134.1 miljun ieħor ingħata għal inizjattivi ta’ għajnuna fir-ristrutturar tal-linja nazzjonali tal-ajru. Dawn iż-żewġ miżuri tal-gvern tniżżlu bħala sussidji.

L-infiq sħiħ fuq is-Servizzi pubbliċi ġenerali kien ta’ €1,095.8 miljun. Dan kien segwit min-nefqa fuq is-Saħħa u l-Edukazzjoni, li ammontaw għal €1,057.4 miljun u €863.4 miljun, rispettivament. Iż-żieda fin-nefqa tas-Saħħa kienet ġejja l-aktar minn nefqiet ogħla fuq il-formazzjoni ta’ kapital gross (€27.3 miljun), il-kumpens lill-impjegati (€23.8 miljun) u Benefiċċji soċjali fi flus jew għamliet oħrajn (€16.5-il miljun). Fl-2023, l-akbar biċċa min-nefqa tal-Gvern Ġenerali marret fuq il-Ħarsien soċjali bʼsehem taʼ 27.0 fil-mija tan-nefqa sħiħa, żieda taʼ 1.0 punt perċentwali fuq l-2022. Wara dan kien hemm l-Affarijiet ekonomiċi (18.6 fil-mija), is-Servizzi pubbliċi ġenerali (14.6 fil-mija), is-Saħħa (14.1 fil-mija) u l-Edukazzjoni (11.5 fil-mija). Id-Difiża u l-Akkomodazzjoni u l-kumditajiet tal-komunità kellhom l-inqas sehem min-nefqa kollha, b’1.2 u 2.2 fil-mija, rispettivament (Tabella nru 2).

Ċart nru 2: In-nefqa tal-Gvern Ġenerali bil-funzjoni tagħha bħala % tan-nefqa kollha

Bħas-snin ta’ qabel, meta jitqiesu l-komponenti tan-nefqa tal-Gvern Ġenerali skont il-funzjoni għall-2023, biċċa kbira tan-nefqa tal-gvern kienet magħmula minn Pagi u salarji (25.9 fil-mija), Benefiċċji soċjali fi flus jew għamliet oħrajn (22.1 fil-mija), Konsum intermedju (19.7 fil-mija) u Sussidji (9.8 fil-mija) (Tabella nru 4).

Tabella nru 5 taqsam fid-dettall in-nefqa tal-Gvern Ġenerali billi teżamina l-funzjoni tat-tieni livell tal-klassifikazzjoni COFOG. L-akbar sehem tan-nefqa tal-gvern intefaq fuq ix-Xjuħija (€1,231.1 miljun), li tirrappreżenta 16.4 fil-mija tan-nefqa kollha tal-Gvern Ġenerali. Dan kien segwit min-nefqa fuq Organi eżekuttivi u leġiżlattivi, Affarijiet finanzjarji, fiskali u esterni, li laħqet €619.3-il miljun, jew 56.5 fil-mija tan-nefqa fuq is-Servizzi pubbliċi ġenerali. Barra minn hekk, parti konsiderevoli mill-infiq tal-Gvern Ġenerali ntefqet fuq is-Servizzi tal-isptar (€570.4 miljun), li kienet segwita min-nefqa ta’ €407.3 miljuni u €353.7 miljun fuq Fjuwil u enerġija, u Trasport, rispettivament (Tabella nru 5).

Methodological Notes

1. All data in this news release are in line with the European System of Accounts (ESA) 2010 Manual (ISBN 978-92-79-31242-7) and the COFOG classifications as published in the Government Finance Statistics Manual 2014 (ISBN 978-1-49834-376-3). These methodologies are mandatory for all EU Member States.
 
2. Member States are requested to transmit the data in this news release twelve months after the end of the reference period.
 
3. Data in this news release provides information about expenditure of the General Government sector divided into the main COFOG (Classification of the Functions of Government) categories and ESA 2010 categories.
 
4. The Classification of the Functions of Government (COFOG) classifies government expenditure into ten main categories (divisions known as the ‘COFOG 1st level’ breakdown): general public services; defence; public order and safety; economic affairs; environmental protection; housing and community affairs; health; recreation, culture and religion; education; social protection. These divisions are further broken down into ‘groups’ (COFOG 2nd level).
 
5. The main revisions implemented during the September 2024 benchmark revision that impacted the compilation of the government expenditure by function were:
 

– Reallocation of the R&D expenditure: 
The R&D expenditure previously grouped under the R&D Education group has been reallocated to the appropriate socio-economic purpose within the different COFOG divisions.

– Reclassification of the payments made to Government by residents of state-financed residential homes:
Residents of state-financed residential homes have up to 60% (for Level 1 – basic care) or 80% (for advanced care) of their pension withheld to cover their stay. Previously, these government receipts were recorded as negative D621 (Social security benefits in cash) in the Old Age group, meaning pensions were recorded on a net basis. The methodological improvement involves reclassifying these receipts from D621 to the revenue code P131 (Payments for other non-market output).

  • Fl-2023, l-akbar sehem min-nefqa tal-gvern marret għax-Xjuħija (€1,231.1 miljun), l-Organi eżekuttivi u leġiżlattivi, Affarijiet finanzjarji, fiskali u esterni (€619.3-il miljun) u s-Servizzi tal-isptar (€570.4 miljun).
