Ngħarrfu li t-tieni punt ewlieni ġie emendat minn Żieda taʼ 1,728 pensjonant taż-Żewġ Terzi kienet l-imbuttatura ewlenija għaż-żieda rrappurtata fil-Benefiċċji Kontributorji. Id-dokument online ġie aġġornat fid-9 ta’ April 2024 fit-08:30am.

  • Fl-aħħar taʼ Diċembru tal-2023, in-nefqa fuq il-Benefiċċji Kontributorji laħqet €1,038.7 miljun, li hija żieda taʼ 7.5 fil-mija fuq l-2022.
  • L-għadd ta’ pensjonanti taż-Żewġ Terzi żdied b’1,728 fl-2023.
  • In-nefqa fuq il-benefiċċji li mhumiex Kontributorji laħqet €269.5 miljun, 11.1 fil-mija ogħla mill-2022.
  • L-akbar ġemgħa taʼ benefiċjarji Kontributorji kienet irrappurtata fil-Pensjonijiet taż-Żewġ Terzi (59,660).
  • Total taʼ 95,579 familja ħadu l-Benefiċċju għall-Ogħli tal-Ħajja sa l-aħħar taʼ Diċembru tal-2023.

Fl-2023, in-nefqa tal-Gvern fuq il-benefiċċji tas-Sigurtà Soċjali telgħet bʼ€99.7 miljun meta mqabbla mal-2022.


In-nefqa tal-Gvern fuq il-benefiċċji tas-Sigurtà Soċjali

Bejn Jannar u Diċembru 2023, l-infiq kollu fuq il-benefiċċji tas-Sigurtà Soċjali laħaq l-€1,308.2 miljuni, 8.3 fil-mija aktar mis-sena taʼ qabel. Nefqiet ogħla kienu rreġistrati kemm fuq il-Benefiċċji Kontributorji (€72.7 miljun) u kemm fuq il-Benefiċċji Mhux Kontributorji (€27.0 miljun) (Tabella nru 1).

L-infiq tal-Gvern fuq il-Benefiċċji Kontributorji laħaq l-€1,038.7 miljun, li huwa żieda taʼ 7.5 fil-mija fuq l-2022. Il-Pensjonijiet tal-Irtirar irreġistraw l-akbar żieda, li kienet taʼ €44.5 miljun, bħala riżultat taż-żieda taʼ 1,728 persuna li bdew jieħdu l-Pensjoni taż-Żewġ Terzi. Aktar żidiet kienu rreġistrati fil-Bonus Kontributorju (€16.3-il miljun) u l-Pensjonijiet tar-Romol (€12.1-il miljun) (Tabella nru 2).

Fi tmiem Diċembru 2023, €269.5 miljun marru fuq il-Benefiċċji Mhux Kontributorji, żieda taʼ 11.1 fil-mija meta mqabblin mas-sena taʼ qabel. Iż-żidiet kienu rreġistrati fil-kategoriji kollha tal-benefiċċji, bʼdawk ewlenin ikunu l-Allowance Tat-Tfal (€7.3 miljuni), l-Allowance Supplementari Sħiħa (€6.1 miljuni) u l-Għajnuna Soċjali Sħiħa (€3.7 miljuni) (Tabella nru 3).

Meta mqabbel mal-2022, €20.8 miljun aktar intefqu fuq il-Benefiċċji tas-Sigurtà Soċjali bejn Ottubru u Diċembru 2023, fejn in-nefqa totali laħqet €327.7 miljun. In-nefqa Kontributorja telgħet bi €18.6-il miljun, bl-akbar żieda rreġistrata fil-Pensjonijiet tal-Irtirar (€12.4-il miljun) (Tabella nru 4). Barra minn dan, l-infiq fuq il-Benefiċċji Mhux Kontributorji żdied bʼ€2.3 miljuni, bl-akbar żidiet jidhru fl-Allowance tat-Tfal (€3.7 miljuni) (Tabella nru 5). 

Il-benefiċjarji tas-Sigurtà Soċjali

Fl-2023, l-akbar għadd ta’ benefiċjarji Kontributorji kien irreġistrat fil-Pensjoni taż-Żewġ Terzi (59,660). Dan il- benefiċċju rrapporta l-ogħla żieda fost il-benefiċjarji, b’1,728 pensjonant iżjed meta mqabbel mal-2022. Min-naħa l-oħra, l-akbar tnaqqis kien rreġistrat fin-numru ta’ nies li rċevew il-Benefiċċju tal-Mard (5,693) (Tabella nru 2).

L-ogħla numru ta’ benefiċjarji kien innotat taħt il-Benefiċċju għall-Ogħli tal-Ħajja fil-kategorija taʼ benefiċċji mhux kontributorji, bʼ95,579 benefiċjarju sa tmiem l-2023. L-istess benefiċċju rreġistra l-akbar żieda fil-benefiċjarji bʼ54,801, filwaqt li l-akbar tnaqqis kien osservat fl-Allowance Supplementari (521) (Tabella nru 3).

Fl-aħħar kwart tal-2023, il-Pensjoni taż-Żewġ Terzi (57,710) u l-Benefiċċju għall-Ogħli tal-Ħajja (92,109) kellhom l-akbar numru ta’ benefiċjarji Kontributorji u Mhux Kontributorji, rispettivament (Tabelli nri 4 u 5).

Methodological Notes

1. Expenditure data provided in this news release is extracted from the administrative records of the Social Security Department, and is based on the Government’s Consolidated Fund.
2. Beneficiaries data is obtained from the Department of Social Security’s Unique Beneficiaries Report.
3. In 2022, a complete revamp of the In-Work Benefit (IWB) was carried out by the Income Support and Compliance Division, with  now payments being made to all eligible parents irrespective of application status. Payments are made in arrears, hence the reporting period for reference year N is being covered by payments made between April of year N to March of year N+1. Due to the differences in reporting methods between the data sources listed in Notes 1 and 2, and to maintain consistency in line with the restructuring performed, from 2023 the Unique Beneficiaries Report has been used to extract both the expenditure and beneficiaries data for the IWB.
4. For every benefit, the corresponding beneficiaries reflect any person who has received the benefit at least once during the reference period. The number of beneficiaries may not be aggregated since persons obtaining two or more different benefits during the same period are listed once under each benefit. Furthermore, it should also be noted that the annual number of beneficiaries is not equal to the sum of the quarters since beneficiaries obtaining the same benefit in more than one quarter are only counted once.
5. The functions provided in Chart 2 are in line with the European System of Integrated Social Protection Statistics (ESSPROS) Manual 2022 Edition (ISBN 978-92-76-58596-1). This methodology is mandatory for all EU Member States. A detailed breakdown of the benefits classified under each function is provided in the Social Security Benefits Glossary, which can be accessed from the ‘Sources and Methods’ link listed in note 8.
6. Expenditure data is not normally subject to revision, while beneficiaries data may be revised. As of 2023, latest figures for the IWB are to be taken as provisional and subject to revision.
